MLPS 2027 Draft Budget

The Authority Board received the MLPS 2027 Draft Budget which proposes an $81.4 million plan aimed at meeting rising demand for emergency response services. The draft budget represents a 3.53% increase, which remains below previous long-range forecasts. The plan aims at balancing fiscal responsibility while meeting growing demand, including an 80% increase in high priority calls over the last decade, and the establishment of innovative care models that have helped mitigate systemic pressures across the healthcare system. 

The draft budget prioritizes frontline readiness, operational modernization and efficiency, and workforce sustainability. Investments will support staffing, equipment, and technology upgrades as well as employee wellness programs. Community paramedicine and specialized care units are supported by the draft budget. Provincial funding support for specialized programs and ongoing efficiency measures are helping keep budget increases moderate in light of inflation and other cost pressures while ensuring service reliability and system resilience over the next budget cycle. MLPS participating in a new ambulance pilot project        

The Authority Board approved a plan for MLPS to participate in the Move Mobility Type II Ambulance Pilot Program. MLPS will purchase one Type II ambulance manufactured by Move Mobility, which recently received provincial certification following collaboration between MLPS, the manufacturer, and the Ontario Ministry of Health. The trial period will provide MLPS with an opportunity to evaluate the vehicle under actual operational conditions and gather feedback from frontline paramedics, logistics personnel, fleet maintenance staff, and leadership prior to considering any future fleet deployment decisions. The Type II model offers potential advantages over traditional ambulances, including improved maneuverability, better ergonomics, increased interior space, and reduced fuel and maintenance costs. This pilot represents an opportunity to increase competition and expand procurement options available to paramedic services across the province. MLPS responding to 81% increase in call volume over past decade

MLPS staff provided the Authority Board with an update on how they’re meeting a sharp rise in emergency call volume over the past decade. In 2025, MLPS responded to 91,691 calls, an over 80% increase from 2015, which reported 50,726 calls. Average daily responses have increased from 139 per day in 2015 to approximately 265 responses per day in 2026. In 2026 MLPS has been called to approximately 11 responses per hour. While London continues to account for the majority of responses, significant increases have been observed across multiple local municipalities, reflecting broader population growth, changing healthcare utilization patterns, and increasing demand for emergency medical services throughout the region.

MLPS has maintained system readiness while responding to increasing demand through a combination of strategic deployment practices, operational modernization initiatives, investments in workforce sustainability, and innovative service delivery models such as CARE First and Community Paramedicine. Award of RFP #2026-02 MLPS Master Plan Development

The Authority Board awarded RFP #2026-02 – Master Plan for Paramedic Services to Operational Research in Health Limited (ORH) to develop a comprehensive five-year Master Plan for the period 2027–2032. The Master Plan will establish a strategic roadmap to help MLPS respond to increasing service demand, evolving healthcare system pressures, workforce sustainability considerations, infrastructure requirements, and emerging opportunities within paramedicine. This will support evidence-based decision-making and provide a framework to guide future operational, clinical, financial, and organizational planning. MLPS received three proposals and MLPS leadership conducted a formal evaluation process. ORH achieved the highest overall evaluation score and submitted the lowest compliant bid. ORH possesses significant experience in emergency service planning, having completed more than 600 projects internationally for emergency services, healthcare organizations, and public sector agencies. The project is expected to begin shortly following award of the contract and will take approximately 22 weeks to complete. MLPS participating in province-wide occupational health study

MLPS is participating in a province-wide study with the Canadian Institute for Safety, Wellness and Performance that uses advanced body scanning and strength testing to improve the design of workplace equipment, tools, and protective gear for a more diverse and physically demanding workforce. The Multivariate Occupation-Specific Anthropometric Database (MOSAIC) research initiative will support the development of an open-source database that manufacturers, designers, and researchers can use to improve workplace equipment, ergonomics, and PPE design. The initiative aims to promote safer, more inclusive, and better-fitting equipment. MLPS staff participation is voluntary and individual participant data is anonymized and not shared with employers.
