December 12, 2025 - William (Bill) Rayburn, Chief Executive Officer of the Middlesex-London Paramedic Service (MLPS), announced today that he will be retiring from his role. Mr. Rayburn retires from MLPS following a 26-year career as Chief Administrative Officer of Middlesex County.

At the request of the Board of MLPS, Mr. Rayburn provided transitional leadership and guidance to MLPS through a period of organizational growth and development. The MLPS Board thanks Mr. Rayburn for his commitment to effectively and efficiently implementing a number of organizational and administrative improvements aimed at strengthening employee supports, updating internal processes, investing in facilities and supporting innovations in service delivery.

As he transitions into retirement, Mr. Rayburn intends to pursue his love of travel with his family and spend more time on his private sector interests.

Middlesex-London Paramedic Service (MLPS) is the direct provider of paramedic services for the County of Middlesex and the City of London. MLPS operates from 14 strategically located stations providing 24-hour pre-hospital emergency and non-emergency care to the residents and visitors of Middlesex County and the City of London. MLPS Headquarters, located at 1035 Adelaide Street South, London, Ontario oversees over 450 highly trained professionals including Paramedics, Supervisors, Logistics Technicians, Quality and Investigations Professionals, Management, Educational and Administrative Support Staff.
